Abstract Title: Substantive Legal Guarantees to Protect the Foreign Investor's Rights in Palestinian Legislation, Researcher: Islam Ismail Abu Alsoud, This study aimed to evaluate the substantive legal guarantees provided by the Palestinian legislator to protect the rights of foreign investors, and to assess their adequacy in creating a secure and attractive investment environment, The study also sought to determine whether the Palestinian legal system offers sufficient protection against the risks that may affect foreign investment, The researcher adopted the descriptive analytical approach and supported it with a comparative approach to analyze the relevant legal texts and investment legislation in Palestine. The study concluded that Palestinian legislation provides several substantive guarantees for foreign investors, including freedom of investment, equality and non-discrimination, protection of private property, and the right to transfer funds and profits abroad, The findings also revealed that political division constitutes one of the most significant non-commercial risks affecting foreign investment in Palestine, Furthermore, foreign investors may own land in Palestine under specific legal conditions, particularly through partnership arrangements with Palestinian nationals in certain real estate investments, The study recommended updating Palestinian investment legislation, ending political division, and enacting a comprehensive law regulating real estate investment in order to strengthen investor confidence and enhance the investment climate.
