ABSTRACT This study aimed to investigate the relationship between team management and the enhancement of social responsibility in the municipalities of North Gaza during the Israeli war period (2T023–2025). The study adopted a descriptive-analytical approach and utilized a questionnaire as the primary instrument for data collection. The study population consisted of members of the emergency committees in the municipalities of North Gaza, namely Jabalia Al-Nazla, Beit Lahia, and Beit Hanoun. A comprehensive census method was employed, encompassing all members of the study population, totaling 45 employees.The findings revealed that the municipalities of North Gaza demonstrated a high level of team management across its key dimensions, namely team interaction, team cohesion, and team commitment, despite the exceptional challenges imposed by the war. The results further indicated a statistically significant relationship between team management and the enhancement of social responsibility. In addition, statistically significant relationships were found between the dimensions of team management (interaction, cohesion, and commitment) and the enhancement of social responsibility in the municipalities under investigation.Based on these findings, the study recommends that the Palestinian government and relevant public institutions adopt a comprehensive national policy aimed at strengthening municipal resilience and improving municipalities’ capacity to respond effectively to crises, including the development of coordinated mechanisms with relevant governmental bodies. The study also recommends mobilizing technical and financial support from international and Arab donor agencies to strengthen municipal operational capacities, particularly in the areas of equipment and machinery, information technology, logistics services, and professional training programs for employees working in emergency and public service sectors. Such efforts would contribute to improving team effectiveness and reinforcing the social responsibility role of municipalities during periods of crisis.
