Abstract This study investigates the role of the acts of the heart in the Qur'anic verses of legal rulings, with particular focus on sincerity, fear of Allah, and hope in Allah. It seeks to examine how these inward spiritual acts are embedded within the Qur'anic legal discourse and how they contribute to the proper observance of Islamic legal rulings. To achieve this objective, the study employs an inductive method to identify the relevant Qur'anic legal verses and an analytical method to examine their meanings and legal and spiritual implications, drawing on the major works of Qur'anic exegesis and the classical literature on the Qur'anic legal verses. The study demonstrates that the Qur'anic legal verses extend beyond prescribing legal rulings to cultivating the spiritual qualities that ensure their faithful observance. It concludes that sincerity is the essential foundation for the acceptance of deeds, fear of Allah motivates believers to adhere to His commands and refrain from His prohibitions, and hope in Allah inspires perseverance in worship and confidence in His mercy. These three acts of the heart collectively establish the spiritual balance required for genuine obedience and illustrate the comprehensive nature of the Qur'anic legal discourse, which integrates legal guidance with spiritual and moral cultivation. The study further highlights that examining the acts of the heart within the Qur'anic legal verses provides a deeper understanding of the higher objectives of Islamic law and reveals the educational and spiritual dimensions of Qur'anic legislation.
