إدارة وإتاحة البيانات الحكومية المفتوحة فى سلطنة عمان (منصة عُماننا نموذجًا من خلال رؤية عمان 2040) الفرص والتحديات Managing and accessing open government data in the Sultanate of Oman - Omanuna platform as a model through Oman Vision 2040 - Opportunities and Challenges أ.م.د أيمن عبد الرحمن إسماعيل الملخص يهدف البحث إلى بيان أهمية البيانات المفتوحة إذ تعتبر من المصطلحات الحديثة نسبيًا وهى أيضا من المتطلبات ذات الأهمية البالغة للتطور المعلوماتي والتقني والتي تتوافق وكافة الاتجاهات الحديثة في مجتمعات المعلومات المعاصرة، وما يشهده العالم الآن ومدى التطور الهائل في تكنولوجيا المعلومات من خلال عصري الثورة الصناعية الرابعة والخامسة وتطور تقنيات الذكاء الاصطناعي وتقنيات إنترنت الأشياء؛ حيث تسهم البيانات المفتوحة في توفير كم هائل من البيانات مما يسهم بدرجة كبيرة في وصول البيانات المفتوحة إلى شريحة كبيرة من الأفراد والمؤسسات وكافة المجتمعات على الصعيدين المحلى والدولي؛ كونها مورداً مهما للنمو الاقتصادي والتقدم المجتمعي وخلق فرص جديدة. وقد استخدم البحث المنهج الوصفى التحليلى لوصف موضوع الدراسة المتمثل فى البيانات الحكومية المفتوحة مع تحليل البيانات المفتوحة المتاحة على منصة عماننا في محاولة للخروج بنتائج يمكن تعميمها. وقد توصل البحث الى عدة نتائج أهمها: إتاحة البيانات الحكومية المفتوحة للمواطنين العمانيين من أجال المشاركة فى المعرفة وتحقيق الشفافية من خلال منصة عماننا. الكلمات المفتاحية: البيانات المفتوحة – إدارة السجلات – إدارة الوثائق والمحفوظات – سلطنة عمان Abstract The research aims to demonstrate the importance of open data، as it is considered a relatively modern interest and is also a requirement of great importance for informational and technical development، which is compatible with all modern trends in contemporary information societies، and what the world is witnessing now and the extent of the tremendous development in information technology through the eras of the Fourth and Fifth Industrial Revolutions. the development of artificial intelligence and Internet of Things technologies; Where open data contributes to providing a huge amount of data، which greatly contributes to the access of open data to a large segment of individuals، institutions and all societies at the local and international levels، since it is an important resource for economic growth، societal progress and the creation of new opportunities. The research used the descriptive analytical approach to describe the subject of the study، which is the open government data، with the analysis of the open data available on the Omanuna platform، in an attempt to come up with generalizable results. The research reached a number of results، the importance of making open government data available to Omani citizens in order to share knowledge and achieve transparency through the Omanuna platform.
