الملخص

الملخص يعتبر البنك الإسلامي للتنمية رائد التمويل الإسلامي، ويقوم بدور تنموي في مختلف دول العالم الإسلامي والمجتمعات المسلمة، وقد هدف البحث إلى الإجابة عن السؤال الرئيس: ما الدور الذي قام به البنك الإسلامي للتنمية في تمويل قطاع التعليم وتنمية رأس المال البشري في دولة إرتريا خلال الفترة 1992-2015م؟ من خلال تحليل، ورصد، وتقييم مشاريع التعليم وتنمية رأس المال البشري الممولة، وقد اعتمد البحث المنهج الوصفي التحليلي مستندا إلى التحليل الكمي بيانات المشاريع الممولة، والتأطير النظري المستمد من نظريات رأس المال البشري ل شولتز، وبيكر، ومينسر، فضلا عن مقاربة ابن خلدون التي ربطة بين الإنسان، والعلم، والعمل، والعمران، وتوصل البحث إلى نتائج منها: ساهم البنك الإسلامي للتنمية في إنشاء 12 مشروعا تعليميا خلال فترة الدراسة، وقد بلغ إجمالي التمويل نحو 2.22 مليون دولار أمريكي، مُنحت بأسلوب الهبة المؤسسية عبر صندوق الوقف التابع للبنك، وقد أسهم هذا التمويل في سد الفجوة التمويلية الحادة في قطاع التعليم والتي أعقبت فترة الاستقلال، وأسفرت هذه المشاريع عن إنشاء مؤسسات تعليمية، وتأهيل كوادر بشرية. الكلمات المفتاحية: البنك الإسلامي للتنمية، التعليم، رأس المال البشري، دولة إرتريا.


Abstract

Abstract The Islamic Development Bank (IsDB) Group is a leading Islamic development finance institution that plays a significant role in supporting social and economic development across its member countries and Muslim communities worldwide. This study seeks to examine the Bank's developmental role in financing the education sector and promoting human capital development in the State of Eritrea during the period 1992–2015. To achieve this objective, the study adopts a descriptive-analytical approach based on the quantitative analysis of data on Bank-funded educational projects. The analysis is informed by the human capital theories developed by Mincer, Schultz, and Becker, which emphasize the contribution of education and training to economic development, as well as Ibn Khaldun's 'Umrān (civilizational) approach, which highlights the interrelationship between human development, knowledge, work, and civilization. The findings reveal that the Bank financed twelve (12) educational and cultural projects during the study period, providing a total of USD 2.22 million in institutional grants through its Waqf Fund. Although the overall volume of funding was relatively modest, it played an important role in addressing critical financing gaps in Eritrea's education sector during the post-independence period. The Bank's support contributed to the establishment of key educational institutions and the development of qualified human resources, thereby strengthening the country's human capital base.
