The third section was devoted to explaining the relationship of the Council's resolutions to international legitimacy through the Charter of the United Nations and public international law, where the researcher was exposed in this regard to the statement of the legal basis for the legitimacy of these resolutions, and the conditions that must be met to achieve this legitimacy at the international level. The researcher has reached the most important results: that the Security Council is the main organ in the United Nations, and the original competence to maintain international peace and security, and that the Council's resolutions in this regard must be compatible with international legitimacy, and that these resolutions are controlled by the so-called right to veto when voting, which is bad for this dangerous organ. The researcher recommended amending the voting system in the Security Council in accordance with the application of international legitimacy in accordance with the provisions of the Charter of the United Nations in public international law, and recommended the development of controls and provisions that enlighten the Security Council when performing its function at the international level, in addition to its commitment to the rules and provisions of the Charter and public international law.
