Muslim Commander's Powers in Making Decisions Prior to Combat

Abstract

This research has come as a serious try to adjust rules related to Muslim Army commander, discuss its issues, which gives intensive image for the general routers entitled to Muslim Commander's view; among covered points: (1) Muslim Commander's powers in making decisions related to preparation and mobilization before combat, such as decisions related to, by disbursing zakat to strengthen the hearts of individuals who volunteer for jihad (human preparation), decisions related to preparing the army (financial preparation) and those related to military training arts (Skill "logistic" preparation) (2) Muslim Commander's powers in making decisions related to planning and announcing war before combat, such as decisions related to spying the enemy (information collection), using of non-Muslims in the battle (gathering Allies) and those related to skipping international laws and announcing war.
