The Role of Soft Skills in Achieving Institutional Excellence in the Yemeni Local Administration: A Field Study for Employees of Directorate Offices in Aden

Abstract

The study aimed to identify soft skills of all kinds (communication and communication, crisis management and problem solving, and time management), and their role in achieving institutional excellence within the framework of local administration in its eight directorates, where the study population consists of employees in the offices of directorates of directorates in Aden Governorate, while the research community consists of A random sample of administrative employees in these directorates, where (56) questionnaires were distributed and (54) usable questionnaires were retrieved. The descriptive-analytical method and the statistical package of SPSS (Social Package for the Social Sciences) were adopted. To test the hypotheses and the research model, the research concluded that there is a high availability of soft skills and their three dimensions with a mean of (3.81), as well as a high availability of the paragraphs of institutional excellence with a mean of 3.88). It became clear that there is a positive and significant influence relationship for soft skills and their three dimensions on institutional excellence by an amount (0.94) and a very strong direct correlation coefficient. The research recommended a set of recommendations, including increasing awareness of the importance of soft skills, as well as organizing specialized training programs in the field of soft skills, and also trying to provide reward programs and activate the competency standard to motivate employees to acquire various soft skills.
