Abstract

This research aims to analyze Build- Operate-Transfer (BOT) contracts as a mechanism for Public-Private Partnership (PPP), with a focus on their application in municipal projects within the Kingdom of Saudi Arabia. Using an analytical methodology, the research examines the legal framework governing these contracts, analyzes models of proposed municipal projects under this formula, and links them to the objectives of Saudi Vision 2030. The research concludes that realizing the potential positive impact of this contractual model, despite the clarity of its legal framework, requires enhancing institutional capacities within municipalities and developing standardized procedural models to stimulate investment and achieve the goals of quality of life and financial sustainability.
