Abstract

This study examines adherence to traffic regulations and its role in enhancing societal security through an analytical, maqāṣid-based approach grounded in Islamic legal texts. Islamic law seeks to preserve human life, protect public order, and prevent harm by obligating compliance with regulations that realize public interests and avert damage. Respect for pedestrians and public roads and refraining from harming others constitute enduring legal obligations, constant across time and place, despite changes in regulatory forms and mechanisms. The study addresses contemporary questions regarding the religious legitimacy and binding nature of traffic regulations as modern organizational tools. It provides an authentic yet contemporary reading by establishing their legal foundations in the Qur’an and Sunnah and deriving relevant rulings accordingly. Using an analytical and maqāṣid-based methodology, the research defines key concepts, examines relevant textual evidence, clarifies the ruling on adherence to traffic laws, and outlines the legal consequences of violations, with the aim of safeguarding public security, protecting lives, and reinforcing societal values. The study concludes that Islamic law preceded modern positive legal systems by more than thirteen centuries in regulating traffic-related matters, liability, and criminal responsibility.
